Independent Disciplinary Process: George Timmins (England) and Randall Baker (New Zealand)

World Rugby can confirm that the following players will have their cases heard by an Independent Foul Play Review Committee (FPRC) this morning Monday, 30 June 2025.

  • England #6, George Timmins, leading with the forearm pursuant to law 9.11
  • New Zealand #19, Randall Baker, for a dangerous clearout pursuant to law 9.20(a)

England’s George Timmins was issued with a red card during England’s match against Scotland in the U20s Championships, while New Zealand’s Randall Baker was cited by the Citing Commissioner for an incident during New Zealand’s U20s Championship match against Italy.

As part of the expedited off-field sanction process in operation for the U20s Championships, the citing window is limited to 12 hours following the final whistle. The FPRC will ordinarily convene after each match day to review red card incidents and citing. All full disciplinary hearings will typically be conducted ordinarily by the Tuesday following the relevant match.
